The Surrey-based police watchdog is looking for witnesses to a July 2024 arrest of a man in Whalley that left him injured.
The Surrey Police Service and Surrey RCMP responded to a call shortly before 1 a.m. on July 23 near King George Boulevard and 104 Avenue.
"Officers located a man in an alley running between 104 and 105 Avenues, parallel to King George Boulevard, and arrested him," reads an Independent Investigations Office of BC (IIO) release Wednesday (June 18).
The man was injured during the arrest, and after being taken to a police detachment and released, he was driven to the hospital.
Several hours later, around 9:30 a.m., the "Langley RCMP responded to a call about the same man walking along Highway 1." Police noticed he was injured and took him to the hospital.
The Office of Police Complaint Commissioner was informed about the incident. In February 2025, the IIO was notified and the director of police services ordered the IIO to investigate.
The IIO is seeking to speak with anyone who witnessed the arrest or was in the area near King George Boulevard and 104 Avenue around 12:30 a.m.
"Specifically, they would like to speak to the occupants of a light-coloured compact car that drove past the incident, as well as the uniformed person driving a dark-coloured sedan that was parked at the location. People in both vehicles may have witnessed the interaction. It is also possible dashcams in either car may have recorded the incident," noted the release.
Investigators would also like to speak with a man who was involved in the incident. "He is described as approximately six feet tall with a lean build, black hair and tattoos on his face. He was last seen wearing sweatpants, a hooded sweatshirt and jacket."

The IIO investigates all police-related incidents that result in serious harm or death, whether or not there is any allegation of wrongdoing.
