Salmon Arm bolsters roster of bylaw enforcement officers

Dog control services in Salmon Arm have been managed directly by city bylaw enforcement services as of March 1, 2025.

Salmon Arm has upped its bylaw enforcement roster.

City council has appointed JF Cloutier, Amanda Paulsen and Trever Cunningham as bylaw enforcement officers. At the June 9 council meeting, corporate officer Rhonda West explained the appointment, a requirement of B.C.'s Community Charter, enables bylaw enforcement officers to serve a summons to an alleged offender.

With their appointment, Cloutier and Paulson will augment Salmon Arm's three bylaw enforcement officers as needed (vacation/sick time, etc.), explained city administrator Erin Jackson, adding Cunningham is the city's safety co-ordinator and bylaw supervisor, and already supported bylaw staff. 

Bylaw enforcement services is responsible for the enforcement of city bylaws, including parking regulations. City bylaws most often requiring enforcement include:

• Bylaw 2498, for maintaining/operating pounds and keeping animals – Common violations include barking dogs, dogs at large, unlicensed dogs, vicious dogs/dog attacks, no dog licence and failure to remove excrement;

• Bylaw 2037/noise – Common violations involve noise from animals, from construction and "sound amplification on private premises or public places;"

• Bylaw 2880/signs – Common violations include signs on city property and signs without a permit; 

• Bylaw 2030/snow removal – Common violations involve the requirement of a property owner or occupier to remove snow, ice or rubbish from the sidewalks, footpaths and boulevards in the downtown;

• Bylaw 1971/ traffic – parking in prohibited areas;

• Bylaw 3137/property maintenance – unsightly premises and vision clearances; and 

• Bylaw 2303/zoning – non-permitted uses and illegal suites.
