Cell tower project moving forward in Lantzville

A telecommunications company appeared before Lantzville council to gain approval to move ahead on a plan to install a new 40-metre cell tower.

Chad Marlatt spoke on behalf of Freedom Mobile at a council meeting on Wednesday, Feb. 26.

He said the company had previously approached Rogers Communications about adding equipment to the existing cell tower owned by Rogers, but there wasn't sufficient space at the necessary height. Freedom plans to build its tower at 6846 Metro Rd.

"Freedom did look at those other towers, Rogers and the Foothills tower, and still want to move ahead with this to service their needs," Marlatt said. "They're focused on urban areas, so they have a network in Nanaimo, this would be the furthest extent north of their network, then they have a network in Courtenay/Comox … then they have it up in Campbell River … and that's it as far as the Island goes." 

Freedom Mobile announced plans for the tower in a public notice issued in October, inviting comments from members of the public. 

The request for support passed, with those voting in favour including Mayor Mark Swain, Coun. Ian Savage and Jonathan Lerner.

Lerner drew attention to its monopole design, which council has asked for in the past; its height, which he perceived as reasonable; and its location in an industrial zone.

"Cell phone service is an issue in Lantzville," Lerner said. "There are certain public engagement requirements for cell phone towers, all of which have been fulfilled, including the ability for people to speak tonight and we received no opposition. I'm perfectly fine to proceed."

Those opposed included Coun. Joan Jones and Rachelle Mundell.

Mundell said she had received feedback from a resident opposed, and shared concerns about it being a "bit of a redundant area."

"We do have some areas that have horrible, if not no service. I think I would be more supportive if this was going to be in those areas. I just don't really see why this is going where it is," she said.

Jones also spoke against the build, drawing attention to negative comments council has received relating to past cell tower proposals. 

"Yes, that is in the light industrial zone, but there is neighbourhoods nearby and there is the aesthetic factor as well so I'm just trying to figure out how many residents in Lantzville are really going to be jumping up and down for joy because Freedom has a 134-[foot] high tower visible as you drive along the highway," she said. "We haven't gone to any public engagement on this, so for me I guess I'm a little uncomfortable even making a decision tonight."
